 From my understanding, the, the witness was asked to go wait for NOPD  
where the car was located in front of the house the perp may live in,  
where a large number of people were hanging out (presumably friends or  
relatives of the perp). Agreed, we have a problem with witnesses  
coming forth in this city, but for NOPD to ask a witness to stand  
around unprotected for however long it may take them to arrive  
directly in front of the presumed perp puts the witness in a very  
dangerous situation. There has got to have been some other way for  
NOPD to handle this other than endangering the life of yet another  
person!

And, from my understanding, NOPD has refused to do anything other than  
ticket the driver, claiming they can not do anything else because the  
car has out of state plates?!
