I live at 1034 Franklin Ave (Crowhaven), my neighbor has apparently been
breeding pit bulls for at least a year in his house. Last winter and thru
this summer, they have been barking incessantly most nights. It was very
difficult during the winter as they are kept outside and were, from the
sound of it, in pain from the cold.

Do you have a video camera?  Take pictures of the dogs invading your property; call the
authorities....and that should take care of your problem.
