[MarignyBywater] Abusive Gurdian Angel

Whe have a abusive gurdian angel . He works the French Quarter area.This man is very small and he displays his handcuffs prominately. He never smiles .He is wise normally abuseing people who have no phone or computer. some have trafic tickets or blocking the sidewalk tickets. I have housed the homless and displaced for years now. To many diffrent people have told me horror stories. Something must be done.
 If you have any ideas or suggestions please let me know.
Sadly most  of the people being abused are disinfranchised. and  Homeless No phone or computer..
He has started on street mperformers and musiciand as well. 
My plan is  to distribute contact information to them so they can file a complaint.
