[MarignyBywater] suspicious man spotted around royal and mandeville in the marigny

I have noticed the same man in his late 20's/early 30's walking around  
and acting a little strange.  I spotted him walking around and scoping  
out my parking area and apartment a few days ago and today he was seen  
by my wife peeking in windows across the street from us.  When we were  
pulling out of our parking spot he was right by our driveway and he  
turned to head back down the street while seeming to make an effort to  
keep his head facing towards the opposite direction of us as I drove  
slowly next to him for the rest of the block.

For all I know he lives around here or it just could be nothing, but  
doesn't hurt to tell people to watch out for him.  He is maybe 6 feet  
tall, middle eastern looking, early 30's or late 20's, has almost  
shaved short hair , and a short scruffy unshaven beard.  If I see him  
again I will try and snap a pic of him to have on record.
