I agree 100% with Mr. Barrett!  And would like to add that neighbors not
caring about litter, graffiti, loitering, disturbing the peace etc and the
the Police not enforcing these ordinances just leads to an environment where
thugs feel they can get away with the more serious crimes. If NOPD would
focus on enforcing these "quality" ordinances the more serious crimes would
drop too! It is a proven fact. The thugs don't like to be an areas where
these "minor" offences suddenly become hard to get away with. The folks on
this list making light of this issue are very misguided!
