I think you make great points- You've gotten upset, now it's time to
ask your lower level elected officials these questions personally:
what's the ordinance for music amplified by an amp? Is there a decibel
level? Are there different ordinances in different locations?
Basically; what's the law and is it how it should be?  I think you
bring up valid points about people 'claiming an area' with amplified
music and a kiosk-like activity tent. If there isn't ordinances in
place around Jackson Square, there should be in regards to a person
dominating a space with amplifiers and tents. I'm pretty sure there
has to be ordinances against those tents, and that guy probably crept
into the current situation because it's a gray area. If you're upset,
clarify the law. If you're still upset, propose something practical to
your elected officials. If you hit a wall there, then you can petition
and do that stuff....but i'm pretty sure there are some officials that
would value your input. That's my advice
